Some services (learning disabilities, for example) are commissioned on a 'host' authority basis and have not been recharged to LHB area.
NHS trusts and LHBs allocated as much expenditure as they could given the activity information available but the apportionment of the remainder means that some figures are approximate rather than 100% accurate.
