The data were supplied to the Data Collection team within the Welsh Government by the 22 local authorities in Wales on form AA1 (Access to Adoption Intermediary Services). The forms apply an extensive series of validation checks to ensure that the information provided is accurate and consistent. Section 98 of the Adoption and Children Act 2002, and the Adoption Information and Intermediary Services (Pre-Commencement Adoptions) (Wales) Regulations 2005 set out a new legislative framework within which intermediary agencies (registered adoption support agencies and adoption agencies) may operate an intermediary service in respect of persons adopted before 30 December 2005 to provide for contact between adopted adults and their adult birth relatives. These provisions apply to adoptions that happened before the coming into effect of the new provisions under the 2002 Act.
Agencies were required to give priority to adoptions occurring on or before 12 November 1975, and only if they had spare capacity or in exceptional cases to accept applications in respect of adoptions occurring after 12 November 1975 and before 30 December 2005.
